The National Health Commission Tightens Grip on the Improvement of Medical Care Services


Recently the National Health Commission has issued the Circular of Appraisal Indicators of Action Plan for Further Improving Medical Care Services (2018-2020), elaborating the indicators that medical organizations must meet within 3 years. What ranks top of those indicators is “remote medical care system”, accounting for 8 points.

The remote medical service supplied to basic medical institutions or patients comprises remote consultation, remote image, remote ultrasound diagnosis, remote ECG, remote pathology, remote ward round, remote monitoring, remote training, remote health monitoring and remote health education, each of which accounts for 1 point.

Early on April 12, 2018, the Chinese premier presided over the state council executive meeting to determine the development measures of “Internet Plus Healthcare”. Also, the meeting clearly pointed out that remote medical system must be implemented to cover all medical associations and county-level hospitals in China. Furthermore, the premier has also emphasized that governments at all levels shall invest more in areas where we fall short of competitiveness with respect to public wellbeing, and all concerning departments shall look deeply to find solution to ensure all regional center hospitals equipped with complete medical detection devices.

Early in 2015, the National Development and Reform Commission has issued the Approval of Pilot Remote Medical Care System in Ningxia, Yunnan and Other 3 Provinces and Regions, specifying that Guizhou, Ningxia, Yunnan, Inner Mongolia and Tibet are among the first provinces to implement pilot medical care system, and government at all levels in each province and region shall give more support in aspects of policy, finance, etc.
